There are no reported applications that will open .pub files other than Microsoft Publisher, nor have Microsoft released a viewer. Microsoft Publisher can save/export into other formats (but this isn't helpful if you have a .pub file but not Microsoft Publisher.)
The site www.pdfonline.com/convert_pdf.asp provides a free on-line service for converting .pub files to .pdf files (which are generally much easier to open and read because a .pdf reader is freely available). They will convert the .pub file to a .pdf file and email you the .pdf file, thereby providing an effective means of viewing the contents of the .pub file.
