ORA-12541: TNS: no listener

Symptom:

When trying to connect to Oracle the following error is generated:

ORA-12541: TNS: no listener

This error appears to be the same as the error ORA-12224. Although it may also indicate that the listener has not been started on the server.

These notes have been tested under Oracle 7.3.4 and Oracle 8.1.5 under Windows NT.
