The following sites provide some facility for free banner design.

AdDesigner.com: Free service allowing you to create (on-line) banner ads for your site.
www.animation.com: Provide a commercial banner creation service and a free trial.
www.animationonline.com: Free online animated button and banner creation service. Also promote banner exchange. Also provide a paid service.
www.bannerdezign.com: Cheap commercial banner design.
www.coder.com/creations/banner: Free service for creating graphical banners.
www.cooltext.com: Free on-line logo and button creation. Site performance was not very good when I last visited it.
www.crecon.com/banners.html: Provides both a free and paid banner creation service.
www.flamingtext.com: Not a banner creation site as such. This site allows you to create free graphics of text images that incorporate special effects such as glowing or burning text.
www.quickbanner.com: Free on-line banner and icon creation. Banners and icons created with the free version have the words 'QB Trial' included on them. To produce banners without the text requires that you become a member, which is free.
www.bannershift.com/create_banner.php: Simple free online banner creation. You can choose from a selection of templates, set your text and its position but not its font.
http://webservices.adobe.com/banner/main.html: Very simple and effective free banner creation. Button/graphic creation may take a little time to master.

There are fourteen standard sizes for banner ads. If you are designing your own banner ads then it would be advisable to stick to one of the standard sizes:

There are a large number of banner advertising networks. The following is just a sample:

www.creative-ads.co.uk: Creative Networks UK Free Banner Exchange. Earn credits for displaying banners on your website which go towards displaying your banner on other's websites.
www.free-banners.com: Your banner will be displayed on another site once for every two times a banner is shown on your site. They also operate a referral system.
www.probanex.com: UK specific Banner Exchange. Your banner is displayed on another site two times for every three times a banner is shown on your site.
www.ireland-banner-exchange.co.uk: Banner exchange network aimed at the Irish and UK market and accordingly at Irish and UK websites.
www.bannershift.com: A banner and text ads exchange network. Your banner is display once on another site for every two times a banner is shown on your site, plus you get a number of free impressions when you sign up. They also operate a referral scheme whereby you get extra impressions for each site you refer. They also provide a simple free online banner creation facility.
