Where emails are not stored on an Exchange server they are stored in a local .pst file. Even when an exchange file is used .pst files can still be created and used without outlook and provide a convenient way to store emails, calendar items, notes etc locally outside of Exchange.
Microsoft Outlook limits the size of .pst files to 2GB, and should the size go over this then the file becomes unusable by Outlook. Outlook XP or Outlook 2000 with service release 1a protect against going over this 2GB limit, earlier versions do not.
