Microsoft Help Compiled Storage file.

Also known as a help 2 file.

A .hxs file is a compressed help file. It uses a proprietary file format from Microsoft. The file format was originally developed for use by the help system in Visual Studio .NET 2002, but has since found wider use for help information in other development tools. Although Visual Studio 2010 and later no longer use .hxs files.
